From 2010 to June 2013, three APEC Digital Opportunity Centers were established and 6,775 people were trained. These centers mainly focused on training instructors, women, IT skills for children, and enhancing MSE e-commerce capacity in local businesses.

YARCCI (2011)
On May 12, 2011, the ADOC 2.0 project, in collaboration with the Yaroslavl Chamber of Commerce and Industry (YarCCI), launched the first center in Russia. The ADOC 2.0 center was established in Yaroslavl, 260 km from Moscow. The opening ceremony marked the establishment of the 70th ADOC project center since its inception in 2004, with Russia being the 10th partner economy involved in this initiative. The Yaroslavl-ADOC 2.0 center, equipped with 16 desktops and peripherals funded by the project, aims to facilitate access to internet/computer services and provide training related to e-commerce, especially for women, the unemployed, small/medium entrepreneurs, and other marginalized groups in the community.

TATARSTAN (2012)
Tatarstan is an APEC Digital Opportunity Center, opened on June 6, 2012. These ADOC centers aim to provide IT and telecommunications (ICT) training for marginalized groups and SME sectors facing difficulties accessing computers and seeking knowledge of computing and e-commerce. The ADOC center aims to empower them to maximize the digital opportunities offered by ICT and the Internet.
ORENBURG (2012)
Similar to Tatarstan, ORENBURG is an APEC Digital Opportunity Center, opened on June 6, 2012. Russia joined the ADOC project in 2011, and since establishment of the first ADOC center, approximately 300 Russians have been trained at the Yaroslavl ADOC center. This center is the result of collaborative efforts between Russia’s public and private sectors and the ADOC Secretariat in Taipei, Taiwan. The new ADOC center will provide ICT training courses for local SMEs.
