Philippines ADOC Centers

From 2005 to 2013, June 17, ADOC centers were established in the Philippines, and over 90,994 people received training. These centers mainly focus on training instructors, IT-ICT skills for women and children, and strengthening e-commerce capabilities of local SMEs.

CICT, Manila (2005)

This center is the ADOC Partner Office & DOC, established in 2005, also being the first ADOC center (partner office) in South Asia. CICT stands for “Commission on Information and Communication Technology,” and this center was set up to ensure future development in the Philippines and facilitate smooth cooperation between the Philippine government and the ADOC Secretariat of Taiwan.

ADOC achieved significant success in 2005, notably:
1. Establishing the ADOC Partner Office, Digital Opportunity Center, and Call Center in Peru, Philippines, and Vietnam, with each Digital Opportunity Center expected to train more than 500 personnel by the end of 2005.
2. Hosting the first ADOC Week and the ADOC Awards Ceremony from August 3-6 in Taipei.
3. Providing the IT Instructor Program for all ADOC member economies from July 4 to August 19 in Taipei.
4. Organizing the 2005 IT-ICT Excellence Camp for all SMEs from July 25 to August 6 in Taipei.

6. Hosting the Tele-Center Workshop during TEL 32 on September 5 in Seoul, South Korea.

SCL, Smokey Mountain (2005)

This center is the Tele-Center established in 2005. The initial project beneficiary, with the Manila Partner Office, is the Sandiwaan Learning Center (SCL) located at Smokey Mountain in Manila. The training laboratory at Smokey Mountain was designed to serve as a model of how a digital divide situation could be transformed into a digital opportunity.
Operated by a cooperative led by Fr. Benigno Beltran, a community curate priest, SCL is an existing IT center.

This project previously received funding from the Taiwanese government. It is mainly used as an educational website for underprivileged families and out-of-school youth. Sandiwaan has successfully operated as a commodities procurement center, where basic consumables are ordered and shipped to distributors.

CICT, Quezon City (2006)

This is an Electronic Care Center established in 2006. Through the Asia-Pacific Economic Cooperation (APEC) Council, the Taiwanese government allocated an estimated four million pesos to open two IT centers in the Philippines to train the local community in electronic transactions. Both centers are called “APEC Digital Opportunity Centers” (ADOC), one at Smokey Mountain—an old dump turned mass housing project—and the other at the National Computer Center (NCC) in Quezon City.

Lakandula High School, Lakandula (2007)

This is an Electronic Learning Digital Center established in 2007.

ZOTO, Manila (2008)

This is an Electronic Learning Digital Center established in 2008. The APEC Digital Opportunity Centers (ADOC) will open two Electronic Learning Centers at Tondo Zone One Organization and UP Women’s Research Center in July 2008.

UP Women Research Center, Quezon City (2008)

This is an Electronic Learning Digital Center established in 2008. Six ADOC centers have been established in the Philippines over the past four years: the National Computer Center in Quezon City, Smokey Mountain Tele-Center, e-Care Center for the Visually Impaired in Quezon City, electronic learning centers at the University of the Philippines Research Center on Women, and at ZOTO (Zone One Tondo Organization). Thousands of learners have benefited from ADOC training programs.

Grace School (2008)

This is an electronic school established in 2008. Grace Christian College also has its own elementary and high school. In 2008, Grace Christian College started engaging in research on Chinese culture and language centers. In 2009, the company began collaborating with Tamkang High School in Taiwan on e-learning and remote education.

Dr. Arcadio Santos National High School, Sun Valley Annex (2009)

This center is the ADOC Digital Learning Center 2.0 established in 2009. The ASUS Foundation, fully funded by the giant computer company, donated forty (40) computers to the Sun Valley Digital Learning Center as well as twenty (20) Eee PCs for a mobile education truck in Paombong, Bulacan. This was part of Phase II of Taiwan’s APEC Digital Opportunity Center project (ADOC), called ADOC 2.0, launched concurrently with the inauguration of the Sun Valley Electronic Learning Center on July 9, 2009.

AI-FU Foundation 1 (2009)

This center and the ADOC Digital Learning Center 2.0 were established in 2009. George Huang from the non-governmental office of ADOC 2.0 noted that non-governmental organizations in the Philippines like Child Hope Asia and AI-FU Foundation play a crucial role in the domestic expansion of the project.

Child Hope Asia (2009)

This center and the ADOC Digital Learning Center 2.0 were established in 2009. On July 9, 2009, ASUS Foundation announced a donation of 84 ASUS computers and was collaborating with the Philippines’ Department of Information and Communications Technology (DICT), the non-profit organization Child Hope Asia, and the Taiwan Foundation to establish four ADOC 2.0 Digital Learning Centers in the Philippines.

ATRIEV Computer School for the Blind (2009)

Accessible Technology to Rehabilitate, Integrate, and Empower the Visually Impaired (ATRIEV) Inc, a pioneering computer training organization for the blind in the Philippines, recently received much-needed support from the Taiwan-based APEC Digital Opportunity Center (ADOC) in cooperation with local and regional private sponsors.

The project kick-off ceremony was held on October 20, 2009, at 10:00 am at ATRIEV’s Blind Training Center in Quezon City. The launch included the establishment of an 8-seat call center training room and an outside 3-seat call center facility, marking the first-ever ADOC Digital Opportunity Center for the Blind in the Philippines.

AI-FU Foundation 2 (2010)

This center and the ADOC Digital Learning Center 2.0 were established in 2010. George Huang from the non-governmental office of ADOC 2.0 noted the significant roles of NGOs like Child Hope Asia and AI-FU Foundation in the domestic expansion project.

AI-FU Foundation 3 (2010)

This center and the ADOC Digital Learning Center 2.0 were established in 2010. George Huang from the non-governmental office of ADOC 2.0 pointed out the vital contribution of NGOs such as Child Hope Asia and AI-FU Foundation to the local expansion efforts.

Misamis Occidental Province Government (2011)

This is an APEC Digital Opportunity Center established in 2011

Leyte Province Government (2011)

This center was established in 2011 as an APEC Digital Opportunity Center. This electronic learning center is a call center specifically designed with 20 custom-configured computers to meet the needs of the visually impaired in the Philippines. It is supported by the ADOC Secretariat, the Institute of Information Industry, Chunghwa Telecom, Acer Computer Corporation, Tamkang University (all based in Taiwan), and several government agencies in the Philippines.

Love and Care Organization (Acer) (2012)

This is an APEC Digital Opportunity Center established in 2012. This ADOC center is sponsored by the Acer Foundation to train women and children in ICT.

Love and Care Foundation (ASUS) (2012)

This is an APEC Digital Opportunity Center established in 2012. Sponsored by the ASUS Foundation, this ADOC center aims to empower them to maximize the digital opportunities enabled by ICT and the Internet.
